Walter is an esteemed millionaire with tons of cash and a huge robotic arm named Armold. He controls the arm by using his monocle (a la Google Glass) and it aids him in daily functions, either as a normal arm or as a kind of booster seat he can sit on and ride around.
His arm makes him seem very intimidating, which is hilarious because most people know Walter wouldn't hurt a fly - unless, of course, the fly wronged him or one of his companions in a deep and profoundly rude manner - in which case, well, they deserve what's coming for them.
